I saved the cartoon, but about half the time it isn't displaying here from MyWebpage.netscape.net. You might try Graffiti.net for 20 MB of space that's considerably more reliable.

I find that if they don't immediately show up, right clicking on them and then clicking "show picture" usually does the trick.
It could be a coincidence, but I first noticed this happening right after the board upgrade.

Afraid it was happening before the board upgrade, as well. UBB usually displays a "-" (dash) if it's a broken link. That right-click and Show Picture / View Image does sometimes help, but you then have to do Back to return to the page.
I wouldn't trust eternally in AOL's supporting such freebies from Netscape. Their "free" (banner ads) e-mail service is zarking out, as well.
