Original-version Cosmic Boy was born on Earth to Braalian parents, and his family went back to Braal when he was little.

Kon-El (recent Superboy) was of K cloning stock, but as far as I know he was created on Earth as well.

at the time Kon-El was featured in the Legion had the retcons occured making him of Kryptonian stock? Originally he was from full human DNA then at the begining of the Johns TT run his orgin got tweeked to include the 50/50 human/Kryptonian DNA split.

Spider Girl was like Cosmic Boy, as I recall: born on Earth, got her powers on Taltar. Storm Boy was also from Earth.
Sidebar question: how many Legionnaires are from our solar system, but *not* Earth? Not that many! I can only think of two other than Leviathan.

Saturn Girl - Saturn or Titan Gazelle - Triton Cosmic King (briefly a member of Dynamo Boy's Legion)- Venus Saturn Queen (likewise)- Saturn or Titan.
Ron-Karr was from Neptune. I believe Sugyn was from Ganymede.
