So everyone knows Pete Ross earned his Honorary Legion Membership when he peeped at Clark Kent disrobing, and then watched lustfully as Clark changed into his Superboy suit (there's more to the story but that's the gist of it).
One wonders what other Legionnaires Pete might have had a chance to see nude, watching open-eyed in awe, a fleck of drool hanging from the corner of his mouth as the unknowing Legionnaire oh-so-slowly donned his or her undergarments and costume.
Certainly Lana Lang Insect Queen must have been on the receiving end of Pete's sensual spying.
And for a while, Duo Damsel, Shadow Lass and Mon-El were trapped in Smallville. It seems likely that Pete would have watched all 3 at one point or another as they emerged from the shower or something.

Ultra Boy visited Smallville and was checking out what Clark Kent had under his sweater (and vice-versa, although neither seemed interested in Lana). Maybe Pete Ross had the opportunity to spy on Jo at some point.
