Well lets just think, He could turn Blue Kyptonite into Green Kryptonite and thus defeat any rouge Kryptonian he came across. Heck by doing that to defeat Superboy, ( the most powerful legionnaire ever ) , he could claim to be more powerful than any Legionnaire going.

Camera-Eye Kid was probably unfairly rejected as well, but that's his own fault for presenting such a stupid case for his membership. Surely the whole being able to record/project images power would be useful for thing other than showing them in court, where apparently they aren't valid.
